Conflicts between different cultures have created the unique character of the area. The founding of Hsin-Chu Science Park in 1980 has also great impact to the city. This study adopts “Regional Innovation System” invented by Cooke et al, which discussed about the effect and interaction between economic development and regional geography from technologies and innovations. The aim of this research is to discuss the spatial strategies of hi-tech industries in world economics core and its effects to formulation of regional planning policies. Regional Innovation System has been developing in Hsin-Chu region for 20 years. Industries have become mature and are seeking chances to transform. On the other hand, the competition for resources from central government between cities and counties has been gradually affecting the innovation and development of Hsin-Chu area. This study discussed three major development periods of Regional Innovation System: initiative period, mature period and transformation period. By describing the system topologies of different periods, this study tried to identify the procedure of interaction between primary actors and secondary actors. Integrating the idea of regional governance, questionnaires were used to search cooperation strategies and appropriate governing measures for Hsin-Chu city and county, even for neighboring regions. The study shows the successful model of Regional Innovation System in Hsin-Chu has began to change, and is in need for the government and industries to consider new governing mode.
