After ten years of the passage of urban Renewal Act by the central government, the statistic above that most renewal cases taking place in metro Taipei area. This appears to have influenced by the current incentive, which is only one criteria apply to all the study. The study aims at exploring the issues in relating to the incentive mechanism for urban renewal. Meanwhile, it also refers to incentive regulations in other countries. It is expected that the research could achieve a more fair, rational and feasible solution of incentive for urban renewal. The study concluded that the existing incentive for urban renewal was unable to cover both fairness and rationality. Therefore, incentives should be offered based on regional need. Flexible incentive systems were suggested to be reviewed and established case by case in addition to strengthening the professionalism and practices in approving process. It can also reinforce by subsequent management control as well as implementation. By doing so, the anticipated effectiveness brought by the incentive policies may work to its goals.
