The TOC Problem Solving model employes the concept of Common Sense Management and utilizes the cause and effect relationship in search of the core causes of the problem. However, it bears the drawback of lacking measurement scheme. It is therefore hard to convince a problem solver whether or not the selected key problem is indeed the true key problem. As this important issue is in-negligible, we choose to pick this “key problem selection” issue as the core of this study and aim at establishing an effective and objective key problem selection scheme. For this reason, we first targeted on the existing approach and methods which are employed by TOC in selection of key problem, and then formulated into a clear and comprehensible scheme. Furthermore, by incorporating the evaluation scheme of Analytical Hierarchical Process, we have re-established a revised TOC key problem selection scheme bearing the measurement concept. In addition to the quantifiable selection scheme, we have also adopted the considerations such as technical feasibility, acceptance of stakeholder etc, into the selection scheme, so as to diminish the potential problems due to over-reliance on rigid quantifiable objectivity. Moreover, we have incorporated in this research a case study on “Improvement of performance of operation of a Laboratory”. This empirical study served as an important basis for establishing .It also verified the proposed scheme and revision of the proposed scheme is indeed a feasible one.
