The ones that researched and developed the information system to the general business system are special, ground breaking out to click in order to enter, improve the procedures , such as informationization and transforming ,etc. , will form a lot of complicated behavior and phenomenon difficult to explain. Observe the procedure researching and developing the procedure of managing and giving a new lease of life to and find , designs the unreasonable , unrational behavior of behavior and behaves strongly in procedure of professional personnel, close to resist , conflict behavior ,etc. situation, reason these make whole product materials Cheng procrastinate with absorbed constantly resource at the special project that administrative system channel into, it is similar to the phenomenon entered in decision Shenyang to appear.
