The systems are very important for enterprises in checking the manpower dispensation of human resource management. As a result of different organizations have various patterns driving out different effectiveness indices. Therefore wants to develop the suitable degree of difficulty that may be suitable to all enterprises'' system of the human manpower dispensation of human resource. In research methods, it will use document analysis, collection to existed and analyzes the important reference significance of effectiveness quantification indices for enterprise manpower dispensation performance management of human resource. Probe into the meaning and importance of the performance index of human resources management, and just with train just as the example with manpower dispensation in the performance index , use Access is it appear human resources management manpower dispensation the just system to construct to build. After complete this research, seven expected results can be listed as fololow : 1. To develop and expurgate the major effectiveness quantification indices of manpower dispensation performance management of human resource. 2. Establish manpower dispensation performance management system of human resource. And the help enterprise analyzes the manpower present situation. 3. The discussion can affect to verifies concerning of effectiveness quantification indices of manpower dispensation performance management of human resource possible factors. And proposes the concrete suggestion. For human resources management decision-making reference. 4. In front of recruiting, first future will produce based on the plan can the demand result, decided will recruit the population, in addition the employees type background characteristic will formulate the standard which will select, will be allowed to enhance conforms to the enterprise demand probability. 5.
