In public affair careers of police, how to use and develop this human resources effectively, in order to excite the latent energy of manpower and finish organ's mission, the system has a key factor in fact in ' career development ', so, this text regards probing into a policeman and educating and shunting the influence of alert career development to the basic unit person of the system as the main subject, the researcher has not found yet at present , black suffused with the theorying , have promotion which focuses on the high-order post personnel in China, alert to the basic unit in police's organ person, police junior college graduate and test alert duty personnel of class appoint state and actual distributary system of operation it studies to be still rare genus specially especially, have value of studying deeply. The task that the police personnel take charge of is different from general government functionary, its work has loyal, professional, painstaking, mobility and luring , so there must be most rational , soundest policeman's personnel systems , can enhance troop morale and absorb outstanding talents to join police's camp . So-called: ' people is it lift to make at the same time, origin of an incident law piece ', policeman formulation , personnel of management rule, has set up personnel management systems of police, particularly while the police did in the test and trained with system of shunting, has finished the phased task, so in order to make personnel systems of police become more and more more perfect, make it content with the location , offer it in the family property, and do benefit to fostering outstanding talents, promote development forever, wish to offer authorities to consult with this research results , make police's personnel management march toward another new mileage.
