It shows an unbalance between housing supply and demand in Taiwan. So, the number of housing deeply involves the price of building and has become a significant indicator of housing market. The information of nation-wide vacant housing in the past was sourced from population and housing census, housing sampling survey conducted by Directorate-General of Budget, Accounting and Statistics of Executive Yuan, and other governmental organizations as well as academic institutes. Hence, whichever estimative methods are used, the purpose is to get the number of vacant housing for the government or housing market. Yet, the costs spent on time, manpower, and materials for survey are indeed a burden for the government and residential housing investors. This study comes up with a new estimative method that connects the number of electricity users of Taiwan Power Company with public database like housing registry to obtain the attribute of housing. The difference of housing development is also used to analyze the relation between the urbanization level and electricity consumption, building an estimative way to vacant housing. The findings will enable the authorities to control the ratio and number of vacant housing in a short period and get detailed information that further serves as a reference for housing policy.
