Now the Taipei Mass Rapid Transit (MRT) system, the Taiwan High Speed Rail (HSR), and Kaohsiung MRT system both are still under construction. In addition, many cities want to construct their own MRT systems which are in the planning stage. Therefore, Taiwan has been building a rapid and convenient rail network in order to improve the environment of mass transportation. Meanwhile, in the active development of the railway system, the safety and punctuality both are very important. A number of railway accidents have occurred in the past years. The accidents vary from the minor delays to the severe casualties and losses. Furthermore, these accidents will damage both the image and profit of the TRA and the interests of the passengers. This study had collected the 4,648 accidents of TRA from 1999 to 2003, and the statistical data of the delay of train arriving time from 2002 to 2004. Since the original data were written in the characters form (in which is not the digit form), the Access software cannot analyze those data. Therefore, this study proceeds the re-coding, classification, and statistical analysis. Furthermore, this study will focus the high percentage of railway accidents in which make the special topics, and then discuss those influent factors, and propose the improving strategies. Besides, this study will also discuss the train delays after reducing of the railway policemen. We hope that these conclusions and suggestions will be benefit to the Police Departments, the Judicatory Department, and TRA in order to increase the safety of TRA, to reduce the train delays, to improve the service qualities, and to ensure the sustainable operation for TRA.
