Summary:碩士 === 玄奘大學 === 企業管理學系碩士班 === 94 === The number of school security issues have increased dramatically in recent years , according to the survey published by the Campus safety Center of the Ministry of Education shows that 13,204 school security incidents occurred in 2004 which include 890 deaths, 8,769 people injured, and property damage totaled to NTD200,003,200, revealing that the hidden crises are everywhere in campuses. Therefore, the school security nowadays has become the crucial subject. Owing to society which varies rapidly, school security faces severe challenges day by day, such as gangs, narcotics, suicides, sexual harassment and other extracurricular factors which endanger students. There is no standard procedure which covers all incidents as each campus security incident has its own attributes and background as well. Furthermore, the traditional bureaucratic organizations are unable to deal with diverse school security incidents; hence schools are unable to handle the campus security incidents properly and immediately. This research is based on "may maintain livelihood of the system pattern (Viable Systems Model)" to construct an autonomic management control system. The result shows that the autonomic campus safety control system offers individuals the greatest autonomy, the campus security news transmission can (1) nimbly balances the requirements between autonomy and control systems, (2) coordinates well between departments in the organization, (3) improves individual behavior conform to rules of the school, social value, and goals. This research provides the reference for designing and carrying out the management of campus safety.
