The government lets ARTC have the playing of multi-roles through the execution of the policy. By carrying outPolicy instrument of the government, lets ARTC have playing multi-roles. The automobile industry of our country has developed already over fifty years so far, in the face of the trend that is globalization now, car manufacturer has already developedto the low cost country, and ARTC begins to be paid attention to because of this reason.Besides carrying out the government's policy and taking charge of the task of studyingdevelopment of the ARTC, must also be responsible for the development of theautomobile industry. So, this kind of organization often has the functions of several kindsof roles.
