Among many relevant subjects to study or report on the business operation, no matter it is seeking for business growth or striving for the strategic application to make a profit, the management and application of the human resource will be the final orientation, as well as it is an unavoidable and important task in the future. Thus, enterprises are gradually making a division of their inner job functions into the core type and non-core type. Those working jobs and competent personnel that directly related to the competitiveness for the enterprise are the core jobs of such enterprise, and aside from the core jobs, how to deploy the manpower to the supportive works is the most important direction of consideration for the human resource strategy of the enterprise. However, with facing the new pension scheme that enforced on July 1st, 2005, many enterprises adopted the flexible human resource of dispatched work as their respondent measure, and such labor style of dispatch will become an important instrument for the future operational management of enterprises (Tseng Yu-Ping, 2005), which also to form the background and motive of this study. This study is tried to use the research method of qualitative depth-interview with multi-case studies to probe into the status quo of using the dispatched work for those high-tech industries in Hsinchu Science-based Industry Park and the relevant problems those industries faced; at the same time, to understand the interactive mode with aiming at the dispatch procedure and human resource management that established by the user enterprises and dispatched work agency; and then to discuss the correlation of rights and obligations for the triangle relationship among the user enterprises, dispatched work agency and the dispatched workers. In addition, some suggestions were made in this study with aiming at the domestic user enterprises, dispatched work agency, the dispatched workers and the competent government authorities. This study is generalized the conclusions as follows: 1. To view from the supply of dispatched workers and the demand of user enterprises, the current problem is not the insufficient dispatched workers but the problem in that the quality of dispatched workers is unable to upgrade effectively. 2. At present, there are more and more people who can accept the dispatch-type works and jobs, and regard them as a half-way point of accumulating working experiences or entering the large-scale enterprises. 3. From the problems and difficulties that encountered in the using of user enterprises and dispatched work agency and the engaged in dispatched work, we can find that both sides think the higher mobility of dispatched workers and unsuitable labor laws are the main difficulties and problems. 4. There are still existed great difference in standardizing the rights and obligations within the 3-way interactive relationship between the Legislate Yuan and the Industrial Circle that both of them are against the labor dispatch. For example, the standards of which authority or organization shall take the responsibility for conducting the relevant education training for the dispatch, the compensatory obligation to the labor safety and occupational disaster, and whether the relevant dispatched work agency shall (can) involve in the dissenting issues between the dispatched workers and user enterprises. 5. The enforcement of the new pension scheme is constricted the profit margin for the dispatched work agency, as a result, some types of dispatched worker welfare have to be excluded. 6. As viewing from many aspects, labors are a relatively disadvantaged group, they are unable to make decisions for their own rights and obligations; however, Government is possessed a powerful sanction, if it possible to establish the relevant operation rules that relate to the Dispatched work through the governmental organizations with considering different dimensions and multi-aspects, then the dispatched workers may obtain the most protections and securities.
