The factors of military service include the history background, hypothetic enemies, geographic environments, military strength and human resources. Under the policy of “volunteer fist, conscription aid”, it is the successful key of our national defense system to absorb more excellent youth to join army. After multi-material collection, analysis and careful research, the study recommends that we should consider our national conditions, outer and inner environments, battle scenarios and the predicted assignment in order to plan the military strategy and the force combination. Considering the defense security, reserve army, cultural background, social environment, value concept and government finance, this study finds that the single conscription system or recruiting system can not meet the need of our nation, which will critically threaten the national security. The research shows that the total number of Taiwan standing army will reach 230 thousand with the perfect proportion of army/navy/air force as 2/1/1, if only we can strength the weapon power and mobility of our army. Even the volunteer army cannot satisfy the requirements, the total number should not exceed 260 thousand. For the reason, this research recommends that Taiwan should take the mixed volunteer system, i.e., volunteer first, recruiting aided to keep the whole forces tidy and professional. In addition, the research suggests that we should further strengthen the management of our army, increase the army quality and create the better military environment.
