To meet the terms of the evaluation, the would-be evaluated colleges/universities all gear up to prepare comprehensive documents for demonstrating their quality of education and visions for sustainable operation. The subject of this exploratory case study was the one of Department related to Tourism. The Taiwan Evaluation Association constructs the evaluation based on the indices of evaluation for the vocational colleges/universities and the four areas of the balanced score cards. A strategy map is then established based on the results of the evaluation. The map aims to explain the areas of improvement for the evaluated institute, which can be references for planning its sustainable operation. The study explains the feasibility of synthesizing the indices of evaluation for the vocational colleges/universities and the four areas of the balanced scorecards as well as the practicability of the balanced scorecards on evaluating academia sectors. The importance of the study was that it was the first study which explained the use of balance scorecards in the scenario of evaluating vocational colleges/universities and how strategy map can be applied when making future plans for sustainable operation.
