The leadership of Jiang Zemin then established the core principles ruling the CPC. Jiang Zemin left the position of President of the People''s Republic of China in March 2003. During his tenure, he was criticized by overseas media as having no prominent achievement and as placing too much effort on keeping the society stable; nevertheless, his influence in pushing forward services work for overseas Chinese had great effect. China started emphasizing the policy of modernizing socialism after the end of the Cultural Revolution in 1976. Since then, the work of overseas Chinese affairs became very active. Overseas Chinese brought in large amounts of capital, advanced technology, and provided professional personnel for China’s modernization of socialism. Deng Xiaoping mentioned many times the opportunities of China’s development. Regarding overseas Chinese is the only time he uses the term “extraordinary opportunity,” explaining the function overseas Chinese have on China’s development. As a matter of fact, capital invested by overseas Chinese, Hong Kong citizens, Macao citizens, and Taiwan Chinese is more than 70 percent of the existing “three capital industries” and more than 60 percent of the total capital invested. The investment of the overseas Chinese capital not only improved China’s economic industrial structure but also brought in the idea of the free market economy. Jiang Zemin’s overseas Chinese affairs policy relied on national affection. He won overseas Chinese’s acceptance by protecting the homecoming compatriots and their family’s legal rights, by recognizing the importance of overseas Chinese education, and by convincing overseas Chinese to invest capital in China. He thus, built a solid basis for China’s improvement and development. Jiang Zemin strongly emphasized the importance of overseas Chinese affairs. He demanded government at all levels should reinforce the idea of serving the overseas Chinese. In this regard, throughout his tenure he had great achievements in (1)reinforcing overseas Chinese education, (2)introducing overseas Chinese capital and professionals, assisting overseas Chinese in creating businesses in China,(3)supporting the development of the overseas Chinese farm to take care of home-coming overseas Chinese, and (4)developing the unique function of overseas Chinese in reinforcing the “unification war.” This thesis uses induction and analysis to review articles, research history, and compare the research, in order to explore both the thinking behind China’s overseas Chinese affairs policies and the implications of the policies. We compare the difference of the overseas Chinese affairs on both sides of the Strait and analyze in detail the strategic characters, the importance, and the efforts put into the area of Taiwan’s overseas Chinese affairs. Through the discussion of this thesis, we express our sincere hope that governments on the two sides of the Taiwan Straight compete beneficially on their overseas affairs and endeavor elaborately to promote the steady prosperity and progressive development of our overseas Chinese society. 作者未提供 樊中原 2006 學位論文 ; thesis 147 zh-TW
