碩士 === 銘傳大學 === 公共事務學系碩士在職專班 === 94 === The introduction of business management concepts for improving the public service quality through the program of private sector’s investment has become a worldwide trend in the recent years. In Taiwan, in an effort to decrease the heavy financial burdens, the government has devoted expand investments into public infrastructure construction to bolster the domestic economy at the same time; it also becomes an important policy to urge private sector participation in public infrastructure construction projects. Past studies in BOT projects mainly focused on specific project financing loans or capital investment policies and price assessment evaluation, delved into actual BOT practices and governing laws, and the feasibility study and operating performance evaluation of specific BOT projects; On the other hand, studies on airport projects mainly focused on hardware engineering designs, building construction, specific case management, or the management of airport operations. This paper applied the Analytic Hierarchy Process (AHP) Method to conduct a comprehensive analysis of the strategies employed in the implementation of the BOT development projects for airport building and facilities. This analysis was aimed to make up for the lack of reference bibliography. The empirical study findings provide a reference for the implementation of BOT project development policies of Kinmen Airport building and facility. It is hoped that findings may serve as a reference for future airport facility construction projects.
