| Summary: | 碩士 === 銘傳大學 === 公共事務學系碩士在職專班 === 94 === Since 1987 the “Open the Sky “policy and the “Open Civil Airliner” taking off for the first aircraft landing in Kinmen and Matzu approved by C.A.A., the aerial transportation has been primary method for the inhabitant of the Kinmen and the Matzu between Taiwan’s strait. The marine transportation for auxiliary, has caused the aviation transportation market vigorously developmenting, therefore, both the business and operation management of the Kinmen and Matzu airport are indispensablely important. The battlefield government affairs relieved on November 7, 1994. The Island (Kinmen, Matzu) areas, replying the commercial aviation demanded, have also implemented the governments policy "the small Three Contacts" in January, 2001. The passenger amount from Kinmen and Matzu to mainland china increases yearly. The Kinmen and Matzu airports are important and are particularly in the air traffic transportation. Based above stated, "The Research of Kinmen and Matzu airport’s transport business management effect "is the main topic of present research . This research involves two essential aspects -- "transportation business management aspect" and "the business financial aspect", for the appraisal concept construction. By using "airfield facility ", " route ( airlines ) ", " airport camp transportation amount ", " airport service "," manpower disposition "," financial income "and" financial disbursement " seven factors, this research evaluates the airport transportation business management achievement.This research to proposed two big essential aspects, seven appraisals constructions with 34 appraisals targets, the union "the case study law" and "the secondary material analysis" and so on two methods conducting the research, rests on this research. The appraisal steps are used by mutually analyzing the comparison after each appraisal target one by one to inspect the airport transport business management.. By using the evaluation steps this research proposing, the author applies to the actual cases of management of airports in Kinmen and Matzu. The findings showed, transport

business management aspect compared with result, its achievements of mangement for Kinmen airport is the number one, Nangan airport is the second, Beigan airport the third. In financial aspect comparison result, the achievements mangement of Kinmen airport is the the unmber one, Beigan airport stands the second, Nangan airport for the last. The Kinmen airport performance stands best overall transportation business management, Nangan airport is the next and Beigan airport places final.
