After the privatization, the criteria for the performance appraisal are generally same with the past. However, facing the dynamic competition in the financial market the only one way to maintain the leading place in the market for the Banks is to upgrade their operating efficiency. The best performance for the Banks is kept not only from the strategy made by the senior management team, but also from the good operating efficiency of each branch manager. The performance appraisal for the Banks usually evaluated by the factor-analysis method which compares the short and long term financial index and focuses on the whole performance. The appraisal values on BIS, liability ratio, the rate of before-tax yield, the rate of turn-over asset, the interest expense and income as well as loan growing rate. The appraisal for each branch assessed by their criteria drew from each Bank except for some respective branches located in the special environment. The fairness of the assessment result is subject to different opinions by different people. This research uses DEA to evaluate the operating performance of the respective branch and provides it to the senior management team for the reference. This research based the studying duration on 2001 to 2004 and selected the 79 branches of The Farmers Bank of China as the studying samples. Furthermore, the research distinguished input and output variables from the outlets. We consider the labor cost, interest cost and operating expense as the input variable, and interest income and non-interest income as output variable. We concluded from the empirical analysis as the followings. In light of calculating the totally employee of each branch into labor cost on the technical efficiency, so the research shows there are no significant result in the employee part. It shows more significant result in the educational background of each branch manager, especially in 2004. Because the qualification to be the tellers must pass the authenticated examination while the Farmers Bank was state-owned period, the educational background and capabilities of the tellers are superior. It also shows much significant result in the working age of each branch manager, but it appears the negative correlation. It may lie in losing motivation due to work too long as the branch manager. In terms of the territory for each branch, it shows the performance of country-side branches is better than urban branches in 2001. There is no significance result in 2003 and 2004.
