The soil can be classified into 5 levels according to its heavy metal content. Working with the stipulation and publish of the soil pollution standards, the EPA initialized the Soil Heavy Metal Investigation and Site Management Program on Agricultural Land in 2002 aiming at the lands that may be polluted, and started the investigation on the 319 hectares of Level 5 polluted land. The result shows that more than 260 hectares of agricultural lands are polluted by copper, zinc, nickel, chrome, cadmium, lead, and mercury, mainly in Chang-hwa, Hsin-chu, Tao-yuan, and Kao-hsiung County. Situation in Chang-hwa is the worst. There are more than 180 hectares of agricultural land polluted there. Crops grown on these locations have been destroyed and compensations are sent to the peasants. According to Article 11 of the Soil and Groundwater Pollution Remediation Act, these sites are announced to be controlled. Local governments work hard in the heavy metal pollution remediation. Currently, 95% of lands are improved or not controlled any longer. There are many studies on the remediation and recovery technologies of heavy metal pollutions. Such technologies include physical, chemical, and biological ways. The methods can be summarized in to three types: 1. remove the contamination from the soil; 2. restrict the contamination in the polluted media to prevent or reduce the release; 3. replace the soil or dilute the contamination. In the past, there are many cases of early experiments and practical applications of pollution improvement. The selection of recovery technology should consider the concentration of heavy metal, soil quality, level of groundwater, fund and benefits, required duration, and public acceptance. From the investigation on the agricultural land that is polluted by heavy metals, we get to know about the range, properties and source of the soil pollution. They can be referenced in the remediation. Besides, from a review, comparison and analysis of remediation technologies for agricultural land pollution, we are able to choose a most suitable solution for Taiwan.
