By means of the proposed authoring tool, an instructor can combine the learning strategy with the existing learning content to edit the SCORM (Sharable Content Object Reference Model)-compatible strategy-based courses, where SCORM is currently the most popular e-learning standard. The features of the strategy-based course authoring tool are (i) Predefined sequencing patterns, where each sequencing pattern is composed of SCORM sequencing rules and is used to combine with the learning strategy to facilitate its being applied to realistic instruction. Also, the edited course conforms to the SCORM standard. (ii) The strategy description language which is proposed in this study is used to form the learning strategy as a standardized document and then facilitate preserving and reusing the learning strategy. (iii) A high quality learning strategy edited by an instructor who has rich experience in teaching or edited based on pedagogical concepts can be preserved for reuse. This results in the instructor’s teaching experience being inherited. (iv) A content repository is attached with the proposed authoring tool to save the existing learning content and then reduce the cost and the effort of developing the learning content.
