Through the promotion by the Council for Cultural Affairs for over a decade, the style of public art in Taiwan has took a turn for diversification. From the landscape sculptures in the beginning stage, the public art has undergone an evolution into new forms of presentation through action art and installation art. The modern public art has placed major emphasis on “audience”, “communication” and “social issues” as the current trend, and such a change in focus offers us an insight to the transformation and the interaction between the public art and social environment development.  The demand for public art is no longer restricted to ornaments to decorate public buildings. Through the concept of “art-oriented construction”, the central motive is an attempt to permeate the influence of public art into various public constructions, including incinerators, dams, tunnels and so on. The idea is to infuse artistic senses into the structures and designs of all future public constructions and facilities instead of adding public art after their completion. A high goal would be striving for the ideals of “Construction is Art ”, so that tunnels and bridges would not only be constructions for traffic and transportation but also art works with characteristics of the local landscape where they are situated.  Therefore, there is no definitive answer to how public art and public construction should be combined due to restrictions of the different locations and nature of the public construction. Elements such as the relationship between the construction project and the environs, the availability of the local resources and the needs of the local residents must be taken into account in the process. The result of the integration of artistic ideas into construction should bring about positive benefits to the local residents such as enhancing the overall quality of living and presenting the local cultural characteristics. This is why the public art education is the fundamental way of promoting the incorporation of public art into public constructions in the future. This has to be achieved by establishing a solid groundwork for students in Arts Education and Humanities during 9 years of mandatory education and enhancing their capabilities and taste in arts beyond the technical aspects of engineering related subjects. Through the cross-territorial collaboration of public art planners and art designers, schools should focus on providing advance training for students in the construction and engineering departments to increase their awareness and understanding for public art. The students should also be exposed to different exchanges and opportunities for cooperation in various sectors and domains.  While on-going public constructions create convenient city homes for the public, the existence of public art has always served as a balancing factor between city developments and the destruction of the natural environments. It is a reminder for mankind that there are many things in the natural environment that have precious sentimental values we ought to treasure in the process of development. After all, the fundamental purpose in the integration of public art and public construction is to reflect the significance of co-existence between man and his environments.
