| Summary: | 碩士 === 國立成功大學 === 政治經濟學研究所專班 === 94 === Tainan County Government and Chi-Mei Group have jointly established an LCD TV District (Tree Valley Park) at the west of Tainan Science Park in 2005. This establishment is to form a complete LCD TV industrial chain based on the privilege of the industrial cluster of TFT-LCD now at Southern Taiwan Science Park. In this way, larger effect of the industrial cluster in Southern Taiwan Science Park and in Tree Valley Park will be formed, and the competitiveness of TFT-LCD Industry will be enhanced, and more jobs will be available. However, Chi-Mei Group found out later that the rear-section module plant of display panel in Taiwan does not go along with the economic interest. In the situation that many display panel plants have established rear-section module plants in China. After being approved the establishment of plant in China, Chi-Mei Group decided immediately to move the module plant at Tree Valley Park to China and reduce the investment in Tree Valley Park. Under such condition it is necessary to invite the factories in Southern Taiwan Science Park to invest on the remained space in Tree Valley Park, which has caused the crowding out effect of investment or let the space unused in both Southern Taiwan Science Park and Tree Valley Park. At the same time, the establishment of the Tree Valley Park may also lead to the crowding out effect of resources in other parts, like the human resources and even more serious traffic jam, which is resulted from the insufficient public facility supply in rush hours. Those crowding out effect of resources may cause negative influences and need to be discussed.
The researching methods here are document analysis, case study, and deep interview, and the theory frame is based on the industrial cluster theory and the public choice theory. This study researches the industrial cluster and crowding out effect on the resources of the two areas and interviews the 21 factories of optoelectronics factories in Tainan Science Park and Tree Valley Park to see if there is any obvious effect of industrial cluster and crowding out effect of resources in the two areas.
The research finds out that there is an obvious effect of industrial cluster in the two areas. However, there is also some crowding out effect of resources, such as the insufficient human resources and public facilities in Tainan Science Park area, but the crowding out effect of investment is not serious. The speed investment on LCD display panel plant that Chi Mei Group made has caused related factories to set up plants at the Tree Valley Park and the Southern Taiwan Science Park, which led to the thorough usage of space.
