On the contrary, the meaning of governance emphasizes on the solution of conflict, it is a none-zero-sum process of adjustment and coordination. With the getting more and more complicate public issues, should the mode of governance of the government change with different policy property? The organic agriculture certification system is also a kind of regulatory policy. However, the certification system involves the process of producing, processing and selling. In order to reach the goal of the regulatory policy, the works of governance need every actors of the governing network joining for cooperation. This study takes the organic certification system in Taiwan for example, in order to exam the relationships between state agencies and the actors of the governing network. On one hand, it can help me finding problems of the case study, and improving the trust of the organic certification system in our country. On the other hand, observing the case study also helps me realizing the notion of governance and regulation exist the confliction and antinomy or not, and providing advises to the modes of governance.
