Summary:碩士 === 國立暨南國際大學 === 社會政策與社會工作學系 === 94 === The purpose of volunteering management assistance program for Taichung County in 2005 is to build volunteer management capacity for voluntary organization. This research is a qualitative and categorized as case study in this management assistance program. The purpose of this research is to understand the input, throughput, output, and outcome of capacity building as well as the elements that influence the effect of program implementation. Moreover, this research brings some suggestions through discussions with literatures. The data collection of this research includes documents review and in-depth interview. The subjects for interview are four staff of World Pease League who provide assistance and nine staff who receive the assistance. The main findings of this research are as follows: 1. The program implementation is insufficient because of the reason that staff who provide assistance and receive assistance both have heavy workload, some receivers lose contact with providers, and the number of staff and the ability of providers are insufficient. 2. The staff of World Pease League who provide assistance use diverse strategies, including interview, working together on a project but doing different things, supervise strategy, companion network strategy etc. Therefore, these strategies prove that staff have some capabilities indeed. 3. There are three kinds of interaction relationship for these two kinds of staff, including friendship, relationship built but not well, and bad relationship. 4. After the program implementation companion network has an embryo. 5. The outcome of capacity building is significant on ‘‘public relations and marketing’’. 6. This research induces eight elements that influence the effect of program. Comparison with the literature, the new finding are ’’level of understanding the program’’ and ‘‘the coordination institution of four organizations that provide assistance’’. This research has following suggestions: 1. Taichung County should continue to implement this program to make outcome show up gradually. 2. Taichung County might adopt new thinking of implementation of the long-tern program. 3. Taichung County must rethink that management assistance program or capacity-building initiatives which is more suitable for nonprofit in Taichung County. 4. The important indicators of inviting organizations that provide and receive assistance are the level of commitment and capability on involving of program. 5. The organizations that provide assistance should select staff who have diverse management abilities of nonpofit organization to form a assistant team. 6. The organizations that receive assistance should increase staff involvement, especially the senior managers. 7. Need assessment, process evaluation, and outcome evaluation must be perfect planned and implemented. 8. The organizations that provide assistance should build the coordination institution within each other.
