Based on the activities, this study develop a local visual art curriculum suitable for second graders, considering the active content of the" Art and Culture Festival " in the school. After implementing the curriculum, the author discusses the process and effectiveness of the students’ learning. The conclusion of this study is as follows: 1. “Art and Culture Festival” as a local art curriculum contains characteristics of both local and school cultures. Through the curriculum, students can better understand the meaning of the local art activities and the value of the local art. 2.The “Art and Culture Festival” curriculum, consists of three teaching units, which focus on the theme of “Getting to Know Jin Tang Temple”. The content of its creative products were integrated into the festival activities, and so the students are more willing to put extra effort into their work. 3.Through various activities of the “Art and Culture Festival”, we see positive outcomes from the process and effectiveness of the students’ learning in terms of cognition and emotional expressions. Students are also able to apply into their daily lives what they have learned from the festival. Finally, recommendations are made for the curriculum content and the teaching implementation, the school administration and the teaching resources, and future research, as well as to provide references for those who will be ambitiously engaged in the elementary school art teaching and researching in the future.
