Summary:碩士 === 國立嘉義大學 === 幼兒教育學系研究所 === 94 === This research is related to the subject of childcare policy in Japan. With the evaluation of an era of low fertility, it’s the author’s objective that the context of the research will contain historical background, the impacts of Japanese childcare policy and the condition of childcare requirements. To do so, the author explored current and future childcare strategy and it’s evolving programs in Japan, covering parents' needs for child care as well as the effect with other requirements that affect the policy and its outcome in the society. In terms of academic information collection, materials and resources derived from a wide range of literatures are summarized in this research. The author used narrative description together with analytical interpretation and method to compile all materials and further developed suggestions as follows: Conclusion: (1)Evolvement of childcare policy conducted in Japan (2) Due to the lack of authorized day care nursery in Japan, major challenges facing the society include: (i) the influence of patriarchy; (ii) the increase of working women; (iii) the increase of children under 3 years old who require care services; & (iv) the authorized day care nursery facilities and other related issues. (3) In addition, childcare policy should be able to support the entire family members. (4) The establishment of childcare policy in supporting network in regional community. (5) The establishment of day care centers under ROT (Rehabilitate Operation and Transfer) childcare policy in Japan. (6) Compelling large-scale enterprises to set up day care centers for employees. Suggestions: (1)To develop the function of childcare nurseries and to introduce the feature of personal child care coverage. (2) To refer the effects on the childcare policy as well as the legislative amendment advanced at the same time in Japan. (3) To loosen current childcare policy and to establish better childcare inspection systems, and at the same time effectively ban illegal child placement services, (4) To learn about the meaning of childcare and the importance of parents’ needs in low fertility. (5) To recommend major issues for future studies or researches.
