Compared to the former projects, it needs more cooperation of the residents. Given the view from the hazard perception, it seems to be useful to plan and proceed the evacuation through investigating residents’ feelings, attitudes, and responses toward the hazardous environment. Therefore, this research takes Haulien County owing debris flow environment and popularization of evacuation plans as the researching area. According to the disastrous degree, this research classifies the potential debris flow area (which has already been put into the plan), sampling 15 areas and using the standardized method to interview the residents. The main purpose of this paper is to assess: 1. The suffering experiences from hazards, the hazard perception, and the adjustment of the residents in the range of evacuation plans. 2. Familiarity, opinion, and the cooperative will of them 3.The determinants of the cooperative will of evacuation of these residents to provide suggestions. Through interviewing 83 residents in 15 Hualien potential debris flow areas, the result indicates that two-thirds of residents have suffered from the hazards. The longer time they reside and more frequent the hazards occur, the more possibilities they suffer from the debris flow. Besides, three-fifths interviewees regard themselves as living in the dangerous environment owing to the debris flow. Interviewees show different hazard perception from different suffering experiences, environmental characteristics of debris flow and their own backgrounds. Among them, the suffering experiences are the most obvious relevant factor. Both the more the residents suffer from the hazards and the more they realize the danger of the debris flow, the higher degree their ability of adjustment raises. Regarding the evacuation plan, only the residents participating in the illustrative meetings or with high adjustment ability are able to be familiar with the relevant content. And those with sense of crisis often tend to identify themselves with the evacuative plans. Concerning the cooperative will, most interviewees tend to take their relatives’ houses as refuges. However, the practice of evacuation would depend on either how great the risk of natural hazards is or how strong the compelling force is. Including the residents sensible of threats, people who are familiar with evacuation plan, female, lower educated or from lower annual income families are more willing to be evacuated. In addition, families with the elder or the handicapped or without other real estate would perceive the threats from the environment more deeply. However, the disabilities of taking actions or other social and economic factors would limit them and reduce the possibilit of adjustment and the information receiving. Through understanding the characteristics and needs of the residents, the future evacuation plan should put more emphasis on: 1. popularizing the information 2. providing the residents for participation in deciding evacuation 3. taking care of those who lack the ability to immigrate or receive information 4. enhancing the village heads to deliver the messages. Promote the adequacy of policies regarding space and time to reach the goal of evacuation plan, and eventually diminish the residents’ loss in potential debris flow area caused by the debris flow.
