| Summary: | 碩士 === 國立東華大學 === 環境政策研究所 === 94 === The waste management in Taiwan faces the problem of fast growing amount of domestic wastes. Currently, EPA-ROC is promoting “Resource Recycling” and ”Zero Waste” programs to solve the waste problem. The purpose of this study is to investigate the strategy of waste management and its efficiency in one of the organization of the Air force of the Republic of China from 2001 to 2004. The methodology of this study will be use the Data Analysis and the questionnaire investigation of the Analytic Hierarchy Process to performance. The principle of the environmental management system has been used as a tool to proceed the resources recycling in the organization of the Air Force. The research structure is design based on the theory of environmental performances indicators. The Results of study shows the performance is it up to 96.2% to promote from 2001 to 2004, the capita of the garbage collecting was dropped to 0.314 Kg/ day, the performance is up to 40.3%, the capita of Resources Recycling is promoted to 0.102 Kg/ day, to reach the average of 67.2% in performance on average, the total efficiency of waste decrement is up to 23.2% in four years, and 14.35% of the rate of resources recycling is undifferentiated from every unit of the whole country in 2001. The resources recycling rate is increased up to 23.21% of the organization of Air Force while the resource recycling rate are 18.42% and 18.0% in the administrative division and the whole country in 2004. Therefore, it is remarkable to promote the achievement that the resources recycling by militarizing the order to control, obviously superior to other organizations. Conclusively, the AHP questionnaire results show that the assessment meyhod can make the plan to accomplish the best resource recovery performance. The order of the performance indicators are the accomplishment of resources recycling, the educational promotion, performing strategies, and the asessment and improving movement.
