Summary:碩士 === 國防管理學院 === 國防資訊研究所 === 94 === In accordance with Integrated Outsourcing Principles of Information Operation for the Relative Subordinate Unit of Executive Yuan, the Ministry of National Defense (MND) has been outsourcing information processing work continuously. In the course of streamlining and transforming manpower, the MND is planning to enlarge the domain of Military Information Outsourcing System. This policy aims at effectively using manpower and helping the domestic job market. The Armed Force now urgently needs a C4ISR system, but domestic military units that need it have not realized that we have to improve our own abilities in the process of developing a comprehensive C4ISR system that meets local needs. Only with these abilities can we fully cooperate with foreign counterparts in designing a C4ISR system and avoid digital divide. In view of this, this research tries to integrate the information outsourcing process with the method, Capability Maturity Model Integration Acquisition Module (CMMI-AM), and improve the process. This method follows the procurement principles of the U.S. federal government, so companies involved can reduce the risk of project failure due to constant changes in customer’s requests. Projects might fail when customers’ needs are not expressed explicitly in advance and vendors are asked to take care of every problem. The CMMI-AM let vender and customer put their requirements in a contract so that good advance management and project management are made easier. Following this method ensures successful outsourcing projects to both parties.
