The research method this study adopted is survey research. Questionnaires were mailed to 680 elementary school teachers of Kaohsiung city and Kaohsiung country in Taiwan. The response rates were 84.56﹪; the usable rates were 82.5﹪.The collected data were analyzed by using the statistical methods of reliability analysis, factor analysis, descriptive statistics, cluster analysis, one-way MANOVA, one-way ANOVA, Pearson product-moment correlation, canonical correlation and multiple regression (step-wise-regression procedure). The conclusions of this study are: 1. The teachers of junior high schools perceived a middle level on human resources management. Among the sectional scores, “the dimension of human resource employment“was the highest. 2. The teachers of junior high schools perceived a middle level on school organizational change. Among the sectional scores, “the aspect of work technology “was the highest. 3. The teachers of junior high schools perceived a middle level on school organizational effectiveness. Among the sectional scores, “the model of personal relationship “was the highest. 4. The teachers who were male, elder and part-time administrator perceived the higher performance of human resource management in school. 5. The teachers who worked at middle-sized and remote districts school perceived the better performance of human resource management in school. 6. The teachers who were male and part-time administrator perceived the higher performance of school organizational change. 7. The teachers who were male, elder and part-time administrator perceived the higher performance of school organizational effectiveness. 8. The teachers who worked at city and remote districts school perceived the better performance of school organizational effectiveness. 9. The better human resource management in school performs, the more easily the school organizational change has the positive result. 10. The more positive function human resource management in school develops, the better the performance of school organizational effectiveness promotes. 11. The more successful school organizational effectiveness promotes, the better school organizational effectiveness is. 12. The performance of human resource management in school and school organizational change predict the performance of school organizational effectiveness fine, especially the aspect of “staff behavior”. Based on the conclusions, this study provides suggestions respectively. 1. Educational administration (1) To enhance the assessment of teachers’ working efficiency. (2) To make an overall plan for the human resource management in school. (3) To hold the study conference of human resource management in school and school change. 2. Junior high school (1) To establish the common vision of school. (2) To conduct a learning school. (3) To plan a guiding activities for the beginner teacher. (4) To promote initiating structure and consideration at the same time. (5) To build the rotation of administration position. (6) To instigate the “staff behavior” of school change strategies. 3. Future study (1) To expand the areas of research. (2) To add the external people as the object of research. (3) To expand the categories and numbers of the variables. The more positive function human resource management in school develops, the better the performance of school organizational effectiveness promotes. 11. The more successful school organizational effectiveness promotes, the better school organizational effectiveness is. 12. The performance of human resource management in school and school organizational change predict the performance of school organizational effectiveness fine, especially the aspect of “staff behavior”.
