In the past, knowledge management and experience passing of public affairs institutions depend on the older generation directly passing on to the younger generation, which is in lack of systematic arrangement or file management. Besides, public servants have little chance for self improvement. Now, in an era of knowledge economy, in which computers are in widespread use and the Internet is convenient as well as fast, communication and categorization of information play a more decisive role. Therefore, how to perform knowledge management and application well becomes an important topic for public affairs institutions to promote service quality and administration achievements.
Current studies on knowledge management are not only aimed at private companies but also government institutions. In Taiwan, studies on how government institutions give an impetus to knowledge management increase day by day. The research can be categorized into (1) knowledge management and human resources, (2) knowledge management and organization achievements, and (3) knowledge management and e-government.
Many public affairs institutions are aware of the importance of knowledge and continually bring in knowledge management in order to promote administration reforms and government renewal project. By using new strategies and new concepts, they promote administration efficiency and service quality. However, without understanding the nature and characteristics of knowledge, in the process of practicing knowledge management, there are still obstacles that can not be broken through. The concepts on knowledge management of public affairs organizations are in the beginning phase. In an economically developmental era which is based on knowledge management, how public affairs institutions take advantage of knowledge, create, interact, learn, and share to promote government efficiency will become the government’s primary consideration.
This research is aimed at Economic Affairs Bureau, Kaohsiung City Government and its subordinate organizations such as Market Administration Office, Scenic Area Administration, and Livestock Health and Inspection Laboratory. The investigation is about the situation of public servants learning and applying knowledge management. It revolves mainly around the eight steps of knowledge management process, including two factors, which are personal attributes and organizational environment characteristics. What’s more, it will be taken into consideration that what the relationship between the three elements and the influence on public affairs institutions achievements is. As well, it will be analyzed that if there is positive help on administrative efficiency.
The research finds out that there is no obvious diversity between different sexes, different organizations or between superintendent and non-superintendent. Superior interviewees’ feelings about related elements are obviously higher than inferior ones, and interviewees of higher educational background have stronger feelings about research elements.
At last, this research concludes that knowledge management can only be put into practice successfully with department directors’ respect and supports. Moreover, sharing has to be emphasized; knowledge management stress that in order to end up with multiple effect, knowledge should be under sharing organization culture.
