Although the progress of modern technology and information intergrade the most important factor for victory in war is “human”. Because of the environmental specialty for troop, the research on troop leadership for scholar is deficient. However, the troop safety not only affects military and national security, but is also the safety prop of property. Therefore, this research discusses the relationship among leading behavior, power base and leadership efficiency in Navy Recruit Training Center fully understand the meanings of troop leading behavior, power base and leadership efficiency. Combining the theory and reality changes into the power of real work to bring the troop overall potent into full play and becomes the prop of national economy growth and then, to promote the synthetic effects of national development. This research takes the questionary survey on the cadre and recruits in NRTC by meaning of using "Leading Behavior Description Questionnaire," "Power Basic Questionnaire" and " Leadership Efficiency Questionnaire”. Total collects 110 cadre and the 1284 recruit effective questionnaires and conducts material analysis and processing by" one-way ANOVA," " Pearson correlation analysis " and " stepwise multiple regression". The results are listed as follows: 1. There is little diversity in individual characteristic among leading behavior, power base, and leadership efficiency. 2. There is obviously positive relationship among leading behavior, power base and leadership efficiency. 3. There is obviously positive relationship between leading behavior and power base. 4. There is obviously positive relationship between leading behavior and leadership efficiency. 5. There is obviously positive relationship between power base and leadership efficiency. 6. The recruit has the capability to forecast cadre’s performance on leadership efficiency based on their leading behavior and power base. According to the results, this research suggests that the leading cadre in NRTC must strengthen their ways of leading behavior and application of power base to establish high quality efficiency of leadership. The suggestions for follow on researchers are: increasing research variables, expanding the research on Army and Air Force Recruit Training Center by making comparison, and performing research of vertical section.
