Investigating the reality both in organnizational learning and organnizational effectiveness of Court administrative officers in Kaohsiung and Pingtung. 2. Analyzing the difference in organnizational learning and organnizational effectiveness of Court administrative officers of different background variables in Kaohsiung and Pingtung. 3. Analyzing the relationship both in organnizational learning and organnizational effectiveness of Court administrative officers in Kaohsiung and Pingtung. 4. Forcasting the organnizational effectiveness based on the organnizational learning. 5. Providing suggestions and / or references for Court administrative officers to improve the manipulation of organnizational learning. In order to achieve the purposes stated above, this research targeted on the Court administrative officers (incl. natary public, probation officer, clerks, assistant clerks, interpreters, process-servers, court police, personnels, accountants, statisticians etcs.) in Kaohsiung and Pingtung and a self-designed “ Questionnaire for Investigation of Organnizational Learning and Organnizational Effectiveness of Court Administrative Officers in Kaohsiung and Pingtung” as the tool. There are total 230 questionnaire sent out to 5 courts (incl. Taiwan High Court Kaohsiung Branch Court, Kaohsiung High Adminstrative Court, Taiwan Kaohsiung Juvenile Court, Taiwan Kaohsiung District Court, Taiwan Pingtung District Court etcs.) with valid return of 221 copies. The effective recovery rate is 96.09%. The applied Statistical methods are as follow: describitive statistics, t-test, One-way ANOVA, Pearson Correlation Analysis, and stepwise Multiple-Regression Analysis for data processing. The major findings of this research 1. The effect of current organization learning in court can be best presented with the application of technology. 2. The best part of organization efficiency in court is the quality of administrative service, while the performance of human resource management needs enhancement. 3. Male members’ awareness of “teamwork” in organization learning is significantly higher than female members. 4. The performance on “quality of administrative service”, “legal case procedure management”, “human resource management” and “overall organization efficiency” of members in the age of 51 to 60 is significantly higher than those of members in the age of 31 to 40 execpt for “quality of administrative specialty.” 5. Management teams have better organizational learning and organizational effictiveness than non-management teams. 6. In addition to professional administrative qualities, senior-grade employment teams have better organizational learning and organizational effectiveness than the junior-grade and elementary teams. 7. Professional (administrative and juvenile) courts with short founding history, simple attribute, small organization scope and good working environment have better organizational learning and awareness than regular (higher and district) courts. 8. Courts organizational learning and organizational effictiveness have significant relationship with high positive correlation. 9. In courts organizational learning, creativity has better prediction over the overall organizational effictiveness. Based on the research conclusion, we propose the following suggestions: 1. For the judicial administration agencies (1) Emphasize appropriate opening of internet resources for each and every faculty staff and enhance organization’s learning effectiveness. (2) Strengthen the operation of organizational learning in courts and enhance organizational effectiveness. 2. Suggestions to courts (1) Provide suitable organizational learning strategy based on different organizational attributes and sizes. (2) Conduct trainings on court listening and typing deposition to increase efficiency and strengthen management on employee’s transferring (leave office) to promote performance. (3) Apply for senior, higher managers to strengthen organizational effictiveness. (4) Strengthen the organizational learning of junior-grade and elementary employee and enhance organizational effictiveness. 3. Suggestions to court administrative officers 4.
