According to the suggestions of the conclusion of current research, this study provided references to academic and educational circles. The literature review and questionnaire survey were utilized for data collection and analysis. Firstly, the literature review encompasses research were found from both domestic and abroad. Theories and practices regarding strategic leadership, human resource management and organizational commitment were involved. Secondly, The instruments were”the questionnaires of the elementary school principals’ strategic leadership, human resource management and teachers’ organizational commitment”.Which sample were 688 school representatives, randomly selected from 58 elementary schools in Kaohsiung county.The date were analyzed via SPSS11.5 of software with Chinese edition and presented as t-test, one-way ANOVA, Person’s product-moment correlation and multiple stepwise regression analysis. The findings from the analysis were summarized as follows: 1. Elementary principals’ made good effors of using their strategic leadership,but the level of strategy decision and Strategy transformation still need to be lifted . 2. Although the human resources management of school works efficiently, there's still room for improment. 3. Elementary school’s teacher had high willing of effort and commitments of value to their school. 4. The awareness of elementary school principals’ strategic leadership of teachers is affected by the gender, age, posts,and school scales. 5. The awareness of human resource management in school of teacher is affected by the age, current position, and school scales. 6. The organizational commitment of teachers was affected by the gender , age, civil state, teaching year ,and current position. 7. The strategic leadership of elementary school’s principals will improve the human resource management in school and teachers’ organizational commitment . 8.
