The management of LNF has faced a lot of problems. Taiwan Forestry Bureau (TFB) cooperates with Territory Security Plan on National Forestland so as to develop the LNF Contracts Terminate Program (LNFCTP) with the leaseholders. Although the leaseholders now lack management willingness, they will not to give up their leasing rights automatically. It will be seem that TFB will encounter the administrative and financial problems when TFB intend to carries out LNFCTP. Thus, this study wants to clarify the LNFCTP and compensating problems, and survey the leaseholders’ willingness of LNFCTP. We surveyed 183 leaseholders in Chaiyi and Pingtung Districts with personal questionnaire interview. The statistics analysis based on descriptive statistics, chi-square test, independent sample t-test, correlation analysis and binary logit regression analyses were used to proceed on hypothetical checking. The conclusion was made as follows: 1. On LNF of contract termination in Chaiyi and Pingtung Districts, 39.9% of the leaseholders would like to LNF to regain, and 60.1% of the leaseholders are unwilling to LNF to regain, its main reason: it is indeterminate to compensate of money, after once land is regained, it will not have peasant’s identity to lose the farmer’s health insurance, wait for the government to land that will cause leaseholders the expectation which put fail, and think that management may not be well after LNF to regains. 2. The test result found: forest land of natural conditions, the family number of adult, make adult it count agriculturally, land for family income influence degree and thought forestry are suitable for private are difference with leaseholder’s intentions. Among their intentions of contract termination are higher, can someone to communicates with leaseholders and tell that compensates of the laws, in order to impel leaseholders to believe that will really strengthen and patrol protecting and management after TFB is regained, the will regained that can improve leaseholder’s intentions of contract termination effectively. 3. Binary logit regression analyses, structure leaseholder’s LNF to regain model. The sex and age of leaseholders, land natural conditions, family main economic source and thought forestry are suitable for private, for influence leaseholders LNF to regain main factor. While TFB handling LNF to regain, can grasp male leaseholders, family economies source on salary, hold poor forest land and though forestry are suitable for TFB, in order to foresee that leaseholder’s LNF to regain intentions and cooperates attitude. 4. The LNF regaining compensating, TFB regards mountain price as the compensated of money, the legal principle of the ones that do not accord with special sacrifice of loss to compensate must be analogous. So this study is thought to LNF property rule of property rights for leaseholders, assess it LNF after regaining to getting already existing and forest income 320,000/ha loss caused its, (land conditions, family main economic source, land after regaining managing efficiency), in order to be regarded as the basis which compensates leaseholders. TFB should consider leaseholders resist behavior cause administrative performance loss, set up LNF regain consult mechanism in early, proper offering for the pay inducement, can also reduce regained obstruction and really ensured leaseholders of LNF’s property rights.
