However, the number of tourists didn’t increase but decrease. The business owners cut prices in order to draw more visitors. This research consults forerunners’studies and adopts the method of interview and questionnaire, analyzing thedifferences between the business owner’s and visitors’. In addition, itinquires into the visitor of different background and the tour characteristic tothe satisfaction level of Hualien’s recreational fishery. Find out the problemof the development, and raise feasible strategies so that the busisness runners as and government can take into consideration. According to the research, there are eight points as follows: 1.Business runners should change the method of running business, including increase firsthand-experienced activities, the boats and ships equipment, transportation, traveling information, sea-sick medicine. 2.Runners should use cooperative method instead of lowering the price, and set a different reasonable price cater for tourists. 3.In united with local resources, put emphasis on electronic and graphic design marketing, provide Multilanguage brochures and websites. 4.Make good use of marine resources, and develope new firsthand activities. 5.Develop marine spin-offs in order to gain profits. 6.Government should cooperate with business runners and promote “Whale-Watching Award”. 7.Government should improve the boarding wharf’s public facility, and carry out the certificate and security system. 8.Government should pay attention to the Ecological Protection and Conservation and ban overloaded ships and interfere marine lifebehavior. I strongly believe that in coordinate with business runners andgovernment, it creates the sustainable development for Hualien’s recreational fishery in the future.
