Subjects consisted of 297 junior-high regular class teachers in the northern Taiwan area, including Taipei County, Taipei City, Tao-Yuan County, Hsin-Ju county and Hsin-Ju City. The questionnaire employed in the study was designed by the author. Main results were as follows: In terms of utilization of administrative resources, the results indicated that teachers showed high-level of utilization and needs. In the provision of related resources, teachers showed great needs, of which most were unmet. There indicated a significant difference in utilization and needs across background variables of teachers in the areas of instruction and curriculum. That is, those who had more professional backgrounds demonstrated greater utilization and needs. The size of schools alone also made a difference, meaning small schools showed greater needs than median and large schools. The obtained data also indicated that constitution of self-contained classes could be a factor because those with such classes demonstrated better utilization of special education resources.
