By collecting operational statistics of 2005, four inputs (operating cost, fixed assets, service station, employees) and one output (operating income) are identified as variables of this research, and two evaluation models (CCR & BCC) are proposed to evaluate the 16 operating units with 3 organization merging plans. First, correlation analysis is employed to verify the isotonicity between inputs and outputs, the CCR model and BCC model of DEA are then used to calculate the productive efficiencies in different organization merging plans, and to identify the best merging plane with respect to average, standard deviation and covariance of efficiencies. Finally, we derive the productive efficiencies based on input-oriented CCR model, and technical efficiencies, scale efficiencies, and return to scales based on input-oriented BCC model. We also calculate the slacks analysis to reveal the improvement that every new operating unit has to make in the future. The empirical study shows that merging plan Ⅰ is the best one. Only the new operating units #1 and #3 of merging plan Ⅰ are identified as constant return to scale and the other units are increase return to scale such that their operating scales can be further enlarged. It is good for the whole organization to adopt the merging plan Ⅰ, because we found that the percentage of operating units with efficiency less than 0.9 is 50% before merge and becomes 33.33% after merge. By the slacks analysis, this research has provided improvement suggestion to the directors of new operating units as management reference.
