The dynamic model of Transmission Control Protocol (TCP) has been proposed such that three key parameters, number of TCP sessions, link capacity and round-trip time are related to a feedback control problem. However the number of TCP sessions was assumed to be constant in previous work. In fact, the number of sessions TCP network could vary from time to time. In this paper, we will develop a Takagi-Sugeno(T-S) fuzzy model to simulate the behavior of varying numbers of session nonlinear TCP network. Then we will use the T-S fuzzy model to design the fuzzy controller.
