The significant findings of the research will provide the substantive guidelines for English teachers in the English teaching and for the education authorities in the policy improvement. By using stratified random sampling method, the samples of this study were selected from the fifth and sixth grade pupils of elementary schools. Based on the literature review, the PELES(Pupils’ English Learning Environment Scale)and the PEMLS(Pupils’ English Motivation to Learn Scale)were developed to measure pupils’ environment and motivation in English learning. The collected data was analyzed by descriptive statistics, Pearson’s product-moment correlation and multiple regression. According to the statistical analyses, the pupils’ English learning environment is significantly related to their English learning motivation. Moreover, pupils’ attitudes toward the dimensions of learning environment in classmates’ friendliness, teachers’ encouragement, students’ concentration and learning experience are significantly correlated with the dimensions of motivation to learn in their learning values, learning expectancy, situational attribution and affective effect.
