The study takes the theft cases occurred in Dartong District, Taipei City in 2002 for samples. 54 residences theft but not implemented HSI is set as experiment group, the others 55 residences theft set as compared group. Observation had been made, and found the differences after I2 years. as Tools for the research police reports and public survey are used at the same time. The investigation was classified as 4 items:(a)victimized residences implemented HSI and improved security facilities(b)victimized residences implemented HSI but not improved facilities(c)victimized residences not implemented HSI but improved facilities(d)victimized residences not implemented HSI and not improved facilities. After the results were cross-analyzed and compared the differences of the ratio of victimization, the sense of security, the fear of victimization, and public satisfactions. Besides, the repeated victimzed residences were conducted interviews for further understanding of the reasons of victimization and working out the solutions. Hopefully, this would be of great help in policy making and academic research for police authorities and institutes’ alike. The findings of the study as follows: 1. HSI has outstanding performances in upgrading the sense of security, satisfaction in policing, and reducing the fear of victimization. 2. HSI has outstanding performances in assisting the general public to be aware of the problems of environmental safety and improvement; besides, people change the attitude of holding precious belongings. 3. Residents who were implemented HSI have highly valued the service, professionalization, and effects of prevention. 86% people think they are satisfied and 70% advised their relatives to participate the programs if they needed. 4. Due to the financial reasons, HSI has poor performance in environment security. 5. HSI has increased the chances of arresting the penetratous on the scene. 6. HSI helps a lot in weak awareness in their environment, and upgrading the sense of security and fear of victimization. 7. Theft cases solved right on the scene , haven’t implemented HIS , and crime scene lab is the blind spot. 8. The cases such as large amount loss in the first theft could probably have led to the second theft and time range would be in three months. 9. Cracking down the cases of theft would help deter the repeated theft cases. 10. Ignorant of the tips or advices from the victimized residents would undermine the confidence in the police and turn out to be a blind spot of policing for they would never report the theft to the police again. 11. People who have positive impressions on the police could have better sense of security , policing satisfaction , and willing to join the HSI. 12. Personal safety is the major concern with the fear of victimization, and property crime loss is next. 13. Dependence on the defensive weapons and sense of personal security is the most concern with public security. 14. The analysis of survey on policing reveals that police capacity and outcome of policing are the major concerned items. Based upon the said research and the theories in this regard, there are 12 proposals I recommend: 1.The government bodies should offer financial support in encouraging the victimized residents of theft to improve the security facilities or lease the bank safe in order to protect their valuables. 2.The police should have increased the frequency of patrolling when they would have been away from home within 3 months. 3.The police should encourage the management groups to host social party and build up mutual trust and community sense of defences. 4.The police should reward the officers who solve in the community the theft cases more in order to encourage them to make more efforts in investigating of residential theft cases. 5.The police should consider the leads and proposals of the victimized residents seriously and turn them into action. Respond them what the police have done and it’s progress of the tips and proposals is important / necessary. 6.The police should investigate the theft cases proactively and build up the relations with community .It would help the implementation of HSI. 7.The police should make more crime prevention propaganda to upgrade the awareness of crime prevention. 8.The police should monthly make the specific positive results public if cases solved or there has any good events happened to upgrade the satisfaction of policing. 9.The police should make the content of the HIS public and let the public know how to use it. 10.The police should conduct the survey after services, to evaluate the services, reward the positive services, monitor the operations and upgrade them. 11.The police should change the color of the vest, and let servicemen who wear them look bright and happy. 12.Cases solved on the crime scene should be required to implement the HSI.
