Questionnaires were sent to 173 elementary schools in Changhua County and totally 153 of them were returned within 151 valid . To have initial understanding of the collected data, they were analyzed and discussed by using descriptive statistics, such as frequency distribution and percentage ratio, and also Kendall's coefficient of concordance which can exam the consistency and ranking of disturbing factors. Furthermore, through purposive sampling, nine schools of different scale were selected and then interviewed to further understand their actual operations and problems in holding school sports meets. The results of interviews were compared with their questionnaire results. This study show that: 1.The school sports meets holding of the studied elementary schools in Changhua County could be generally divided into three stages: (1) Preparation: Around 80% of them hold one school sports meets annually. Most of the schools would establish preparation committees for the sports meets. And most of them were held in the first semester on the day of school anniversary. About 90% of the schools would hold one-day school sports meets. The main financial source for the games was the subsidiaries from the parents’ associations and the supplementary source was the budgets prepared by the schools. Most of the schools held the sports games together with nearby communities. The items of games were mostly decided by the preparation committees.(2) During the Games: The games were participated mainly by teachers and students of the schools. Ninety percents of the schools would invite parents of their students to participate. The judges were mostly teachers of the schools while some of the schools would employ judges from outside. Most of the sports meets items were field and track, performance activities and funny games. More than 70% of the schools did not establish any judge committee. The openings of sports meets mostly include the opening ceremonies, performances and processions of participants marching into the arena. The closing ceremonies were mainly award ceremonies, giving mostly awards, trophies and prizes. Sixty percents of the schools did not keep official records of their school sports meetss. (3) After the Games: Many of the schools held review meetings after the sports meets. According to their review results, the major distributive factors in holding school sports meets were manpower insufficiency, budget insufficiency and site/facility insufficiency listed according to the rankings of their influence. 2. The difference of different scale in their sports meets holding, they were different in their frequency of preparation meetings, finial sources, duration of school sports meets, holding of school sports meets, game participants, judge production, items of games, establishment of judge committees, existence of official records of the games, and convening of the review meetings after the sport meets. They were not different in the rankings of distributive factors.
