台東新生公園停車場營運現況與改善對策之研究

碩士 === 國立臺東大學 === 區域政策與發展研究所 === 94 === A study of the Taitung Shin -Shen Park Parking Area’s present management situation and modification strategy HUO YI CHEN Ａbstract When a city develops, crowded people and prosperous business activities will enable people to demand more and more automobiles and need traffic roads and parking spaces. The demand creates multiple and complicated transportation and parking problems when the automobiles are moving and parking. In order to solve these problems in Taiwan, the central government set the “Six –Year National Construction Plan” in 1991 to invest big money in the construction of transportation facilities. The plan also subsidized the “Taitung Shin -Shen Parking Space Park” construction plan for a total of NT$320,000,000. It was completed and accepted by Taitung County Government in 2000. Because of its high cost and subsequent inefficient operating management, big losses occurred and became a big financial burden on the government . The study discusses the topic of the operating problems of “Taitung Shin -Shen Parking Space Park”. It also suggests some relative solutions to these problems. In order to conduct the investigations and find solutions, we made physical observation and inquiry when we made the study. We finally summarized the existing problems as follows: (1) The inaccurate evaluation and decision before establishment of the parking lot. (2) The impact on parking demand of removing the train station from the present site to another place. (3) The lack of peripheral tourist and public facilities. (4) The insufficient demand for parking and inefficient random parking management. (5) Incomplete parking equipment. (6) The negative and inflexible management style. The study also discusses the six main problems mentioned above from various points of view such as compliance with traffic rules, parking spaces creation, improvements of the facilities surrounding the parking spaces and changes of the management style. It also combines an analysis of the application of traffic rules compliance and operating management theories to get feasible ways of problems solving .The study finally provides reference for the government to improve decision making, utilization of administrative resources and to enhance public services. Some feasible ways of problem solving and suggestions are as follows: (1) Rearrangement of parking spaces and the implementation of the traffic rules . (2) Establishment of peripheral tourist , public facilities and more public activities. (3) Improvement of the facilities surrounding the parking lot. (4) Adjustment to operating strategy and management style. We hope that the Taitung County Government authorities can take effective problem solving resolutions and make useful rearrangements to take best advantages of the “Taitung Shin -Shen Parking Space Park” in the future.
