This research explores the situation of the social welfare services for foreign spouses in Metropolitan Taipei from three aspects by applying the social exclusion theory: their social life adjustment, their use of the social welfare services, and the programming and delivering of social welfare services.
Findings: The social-cultural structure, market-economy structure, and citizenship policy and system structure, etc., would influence the social life adjustment of foreign spouses, and their use of social welfare service, and cause difficulties in programming and delivering welfare services to them. Therefore, this research suggests that our government should concern more about the construction of social inclusion policy, and the practice of social work in pluralistic culture.
