Kuomintang government retreated to Taiwan in 1949 and started the prelude to authoritarian rule. During the authoritarian rule, even with the Constitutional framework, there was no real constitutional democracy and no protection of human rights, therefore, at this stage, the human rights movement was implicit in the development of democracy; due to the development of democracy, the human rights movement took root and flourished. Taiwan Association for Human Rights was established in December 10, 1984. Taiwan Association for Human Rights, the focus of this paper is to analyze the development and transformation since its inception. Taiwan Association for Human Rights in the process of development and transformation, are broadly divided into two periods: 1984 to 1994 after the establishment of the human rights movement and Taiwan's democratization movements, and that the human rights movement is also democratic Movement; and in 1995, Taiwan began to enter the stage of democratic consolidation; Taiwan Association for Human Rights was gradually restructuring, has also been carried out across the democracy movement and began to create and implement a country's human rights efforts.
