The importance of industrial risk is when the government set up policies for different industries, it can take account of industrial risk. According to the level of industrial risk, the government can give different subsidies, and then make resources distribute more efficient. The main purposes of this paper are:1.To collect domestic and foreign studies about industrial risk, and conclude the consistent risk factors among industries.2.Establish industrial risk index to compare different industries on the same base.3.Provide industrial policy makers more industrial risk factors for reference. After analyzing questionaries, we can conclude:1.「Competition between firms」、「Barriers to entry and exit」、「Technological substitution」、「Regulations of laws」、「Market size」,these five factors affect industrial risk most.2.After factor analysis, we get eight categories of factors.3.The scores accounted in the study almost fit in with the real situation.
