The vision is to build Taiwan into a green silicon island in which water and green construction are the major investment programs. At the moment, perform-ance of water institutes focuses on budget execution rate, achievement rate of construction progress, and perfection rate of construction quality, etc. Insufficiency is, however, found on behaviors on environment impacts, results of friendship to the surrounding areas, information communication, communication with the public, overall community construction and public welfare publicity. Moreover, dykes, water gates, and pumping stations, etc., although consid-ered as medium unwanted facilities, are indeed the indispensable facilities for flood and disaster prevention. They are the infrastructure that the public has to accept. They are not selectable or avoidable. In addition to directly protecting life and property of the public, these facilities indirectly bring immense benefits to social progress and economic development. With overall Keelung River improvement program, the researcher attempts to understand how construction units achieve the purpose of administrative reform with coordination of overall service quality improvement by the government to achieve the goal of no floods on the one hand and meet customer orientation for performance on the other hand. Based on the opinions of the public, the researcher testifies and understands the actual performance of the construction and actual feeling of the public on the product function. Because of these, the researcher integrates the document on performance assessment, public participation and customer satisfaction. Based on the public, the researcher uses five independ-ent variables—time, cost, quality, administrative operation and environment management to serve as the research framework of this study. With in-depth interviews of the public, the re-searcher collects the opinions of the public as the contents of the questionnaire. A total of 700 questionnaires are conducted to people in Xizhi City, Taipei County to examine the relationship among the above variables and the performance satisfaction and performance importance of them. The findings show that overall satisfaction of the five variables and their importance are positively related. The respondents are generally satisfied with performance of Keelung River improvement program. In satisfaction and importance, for the respondents, cost and time are higher than other variables, meaning that, experiencing many floods, people in Xizhi have high anticipation to have the management construction completed as early as possible in order to protect their life and property, which is the most urgent matter. As for the function, respon-dents are still in doubt, as the construction still has not met the same rain drop as much as that of Nari Typhoon. On the other hand, the respondents also emphasize the ensuing mainte-nance and beautification, especially the operation of water course dredging related to flood prevention, which the respondents strongly request the government to conduct periodically.
