| Summary: | 碩士 === 樹德科技大學 === 資訊管理研究所 === 94 === With the computer technology and cyber internet developing gradually, the aim of the Information Department of the Authority------E-society has been put into practice. The steps include that the Information Department of the Authority is how to use characteristics of the information and communication technology in order to help the authority service the public more efficiently, to provide with much more added- value services, lead the administrations of the authority to reform, improve the administration efficiency and further stimulates the information development in the local industries. Although it has been for decades that the information system of the authority begins to implement, we lack in recognition toward electronic governments. In order to execute “ The Challenging The Nation Development in 2008 Plan” designed by The Executive Yuan----concerning each plan about “ The Digital Taiwan” how to carry out, and the development directions of the comprehensive schemes in the lower level government administration. Therefore, the main aims of the study is to realize that Information Department of the Authority needs the employee’s structures and abilities under the policy guidance of the central electronic government.
First, the study is the way based on historical documents to analyze the definition of the electronic government, to collect the whole construction norms and valuations of the related authorities and classify these quantity indexes by using the policy evaluations, as the necessary directions and aims of the authorities transforming into the electronic governments.
Then, we investigate the ideal employee’s structures and the need of the core abilities of the Information Departments in each county and the current employee’s structures, business affairs, and capabilities of the Information Departments in each county government.
Finally, according to each classified index of the electronic government, we probe the employee’s structures of the Information Department and the need for the core abilities.
The study doesn’t only the academic research essay, but also can be the basis that the Information Department of the Authority develops electronic strategy.
