In this information age, people quickly go to anywhere and time by any means of rapid transit systems. Therefore, patients have more options to visit as many hospitals as they like and leave their medical records at respective hospitals. Along with the advanced information technologies, patients set a higher expectation to hospitals that provide a secure and peace of mind medical services. Integration of patient’s medical records in real time is a key to provide the Continuity of Care.
Patient-center based Medial Information provides the doctors faster and accurate diagnosis. Therefore, establishing the same medical information system that provides distance community medical services transmitting the electronic medical record on-line is needed to reduce the repetitive diagnosis to the patients and increase the quality of medical care.
General speaking, there exists two medical information system of large hospitals: Hospital Information System (HIS) and Picture Archiving and Communication System (PACS).Since the hospitals employ and has developed different information system individually, the efforts of integration become difficult. Therefore, if we establish Virtual Private Networks (VPN) based electronic medical record (EMR) transmission mechanism, it provides the interactive distanced medical information among hospitals. Its advantages of a central medical information resource management, no distance restriction, efficiency medical care between doctors and patients will also provide the clear picture for diagnosis and prescription as well as reduce the repetitive medical resources waste.
The research is to study the structure of combination of web based and VPN based on-line for a general hospital that has the same medical information system located in the central Taiwan as an example. The advantages of this research are letting the medical services within the same medical information system penetrating the various communities and providing mobile medical services via the telephone on-line to reach remote areas. In additional topics include the medical information developing structures, network structure, system structure and process description, systems security modeling design, information security evaluation, etc. in Taiwan.
