To enhance the quality of living environment and to offer more space for leisure activities, the authorities have built a number of parks for the public. The long run service quality at all parks, however, relies on management and maintenance and thus the expenses of management and maintenance will increase with the growth of parks and facilities. To respond the shortage of staffs and financial limitation for government, encouraging the private-sectors to involve in the management and maintenance of parks would be critical. Unfortunately, the development of many city parks in Taiwan showed a trend away from sustainable development. This research, via literature review, in-depth interview, site visiting, and questionnaire, tried to figure out existing operating strategies and the pattern of management and maintenance from the view of sustainable development so as to improve the environment of parks and enhance their service quality. In addition, based on the view of sustainability and by combining Production, Living and Ecology, as well as mechanism, the mechanism concerning management and maintenance of city parks would be proposed. The aims of this research are: 1. To figure out the strength of relative references and cases and their possibility of extension. 2. Via in-depth interview, site visiting, and questionnaire, to evaluate the difference in existing situation at parks and the view of sustainable development in order to form the foundation of management and maintenance improvement. 3. To establish improvement mechanism against the drawbacks of management and maintenance at city parks. This research concluded: 1. To establish sustainable mechanism of management and maintenance for “Water and green” resources at city parks. 2.
