The damage and loss information was not clear due to the impaired local administrative agencies and the interruption of communication and transportation systems. Under the unclear situation, it was difficult for emergency response center to dispatch the rescue force adequately. By applying Taiwan Earthquake Loss Estimation System (TELES), the damage estimation at early stage of a major earthquake event can be carried out. The results are provided to the Emergency Response Center of central and local governments so that the resources of rescue and shelter can thus be allocated properly. This study will collect and analyze the quantification data of emergency rescue and shelter during the 921 Chi-Chi earthquake and then suggest quantification demand from Taiwan and Japan experiares. This study will also establish a procedure for estimating the quantification demand of early emergency rescue and shelter by appling TELES as a decision-marking supporting toll. The overall goal is to improve the emergency service for central and local governments right after a major earthquake.
